One of the largest free summer festivals in the western suburbs has fallen victim to budget cuts. The biggest cuts in the Village of Downers Grove 2010 budget biggest were the elimination of 25 people and suspending Heritage Festival for next year. The Village Council approved the 2010 budget Dec. 1 by a vote of 6-1 with all but Commissioner William Waldack on board. A savings of $1,023,000 will be realized with the elimination of the 25 full- and part-time positions. A savings of $494,000 will be seen by suspending Heritage Festival until at least 2011.
